The following letter is from the EHRC:

For the last three years, the Equality and Human Rights Commission has been pleased to be able to provide project based funding for community and voluntary organisations across Scotland. These organisations have provided guidance, advice and advocacy services, worked to reduce people’s experience of prejudice and focused on building capacity and self sustaining communities.

In March of this year, the Commission held a special event to recognise the work of the seven projects funded in Scotland in 2010/11, and to draw on their good practice to identify equality lessons that can be carried forward by those who work to make Scotland a fairer place.

We also produced a publication ‘Equality Matters’ and a short film showcasing their work.

I would like to take this opportunity to thank the organisations and individuals who have helped raise the visibility of equalities issues in Scotland through their expertise, vision and drive. They have helped to break down discrimination and deliver real outcomes for individuals and communities, based firmly on the foundation of equality.

Kaliani Lyle, EHRC Commissioner for Scotland

Douglas Guest, Grants and Stakeholder Development Manager

The following is the text of today’s newsletter from the GEO – on reforms to and further consultations on aspects of the Equality Act and the reforms of the Equality and Human Rights Commission.

Publications referred to in the newsletter can be accessed at the bottom of this page, and on the Home Office Publications website

————————————-

BUREAUCRACY SCRAPPED UNDER NEW APPROACH TO EQUALITY

Red tape will be cut through a raft of reforms unveiled by the Home Secretary today.

The announcement follows a government-wide review of whether current legislation is achieving its aims. As part of the Red Tape Challenge, members of the public, businesses and industry experts were invited to scrutinise the Equality Act. They put forward recommendations for regulations which could be simplified, scrapped or clarified.

Home Secretary and Minister for Women and Equalities Theresa May said: “Bureaucracy and prescription are not routes to equality. Over-burdening businesses benefits no one, and real change doesn’t come from telling people what to do. Today’s announcement strikes the right balance between protecting people from discrimination and letting businesses get on with the job.”

The measures announced today include:

Repealing Third Party Harassment law, which will ensure employers are no longer liable for the harassment of an employee by a third party (for example, a customer). A consultation on this change is launched today.

Reviewing the Public Sector Equality Duty – a legal obligation on public bodies to consider the impact of their decisions on different groups – to establish whether it is operating as intended.

Repealing the Socio-Economic Duty – a legal obligation on public bodies to consider the impact of their decisions on social class.

Tackling gold-plating and over-compliance by working with the British Chambers of Commerce to help small-and-medium-sized companies understand what they do and don’t need to do in order to comply with the Equality Act.

Repealing employment tribunals’ ‘wider recommendations’ powers, which will remove the power of tribunals to recommend the introduction of, or changes to, policies that affect all of an employer’s staff – not just the employee who brought the case. A consultation on this change is launched today.

Scrapping bureaucratic information-gathering procedures. Special procedures were meant to increase settlements and reduce employment tribunal cases. Instead, they have led to more bureaucracy. A consultation on scrapping these procedures is launched today.

The government also unveiled reforms to the Equality and Human Rights Commission (EHRC):

Repealing unnecessary powers and duties. Some of the EHRC’s powers and duties under the Equality Act 2006 will be scrapped in order to help it focus on its core functions.

Tighter financial controls. The EHRC will comply with government-wide spending rules – in particular, controls on recruitment, consultancy and marketing.

Budget review. The EHRC’s budget was cut by over half as part of the 2010 Spending Review. There will now be a comprehensive review of the remainder of the EHRC’s budget, to be completed this autumn.

New leadership. A new Chairman and a new, smaller Board will be recruited.

Equalities Minister Lynne Featherstone said: “Since its creation the Equality and Human Rights Commission has struggled to deliver across its remit and has not demonstrated good value for money. Our reforms will provide it with a stronger focus and make it more accountable, helping it become the valued and respected national institution it was always intended to be.”

————————————-

DOMESTIC PROGRAMME FUND

The Domestic Programme Fund (DPF) provides funding to charities for small projects in the UK that deliver against the objectives that are listed below. The FMU recognises that protecting victims and ending forced marriage can only be achieved if all partners across government, non-governmental organisations and statutory agencies work collectively.

The DPF promotes this joined-up approach of working by encouraging and enabling voluntary organisations to contribute even more to the wide and varied ongoing work to protect victims and end the abusive act of forced marriage. This has been demonstrated even more than ever this year with £150,000 now being made available.

Launch of the 2012/13 FMU Domestic Programme Fund

The DPF is now open and applications are welcome for the 2012/13 bidding round. The DPF Application form should be completed and returned to: Forced Marriage Unit (fmu@fco.gov.uk) by 31 May 2012. All applicants will be informed about the outcome of their bids by 11 June 2012.

Some use it as an opportunity to decide what the next steps are on their career path or for personal development. The course has approximately six delegates with two tutors, so delegates are guaranteed high quality feedback and plenty of individual input. Delegates are encouraged from the voluntary sector, business, self-employment, the arts and local authorities. This diversity provides a uniquely stimulating learning environment. As part of Zinnia’s Spring Promotion, we’re offering this course at the special price of just £1,750 + VAT (plus accreditation and coaching costs where appropriate), the equivalent of just £218 for each day of training. Delegates must book before Friday 18 May to take advantage of this limited offer. Payments can be made in instalments or on a module by module basis. If you are prospectively interested and would like an informal discussion, please contact Frances Cairney at frances@zinniaconsulting.com or call 07795 311495. http://www.zinniaconsulting.com

From END VIOLENCE AGAINST WOMEN:

EVAW Response To Protecting Children From Commercialisation And Sexualisation – Next Steps On Bailey:
“Music videos and games that glorify sexual violence help create a culture in which women are stereotyped as sex objects and in which violence against women is normalised, so we welcome these further measures. We would urge that work on sexualisation is properly linked to other work on violence against women, including sexual consent and sexual exploitation. However, if the Government is truly serious about tackling sexualisation it must also look at ways of empowering young people. Michael Gove’s recent statement that sex education may not be needed is extremely worrying. There is clear evidence about the importance of age-appropriate sex and relationships education – which includes sexual consent, gender stereotypes, healthy relationships and media literacy – in providing young people with the information and support they need. All schools should be required to do this. We cannot continue to leave children’s health and safety to chance“
