We’re pleased to announce that the Library has been awarded funding from the Scottish Arts Council for a new public art project, ‘Making Space’. This is the first stage of a project to develop an exciting new public artwork for GWL when we move to the Mitchell Library. Staying Connected - Mental Health & Race Equality: West Network Event:

Friday 29th May, 10 - 3pm, The Almada Suites, Hamilton West. This event will showcase some work focusing on mental health with Black and minority ethnic (BME) communities in the West of Scotland, as well as other work which is being carried out Scotland wide.  Presentations planned include: WRAP training with Black and minority ethnic women - an evaluation; ‘Community conversations’ with asylum seekers and refugees - the Sanctuary Project; ‘Happy to ask, happy to tell’ - a DVD training resource about diversity monitoring; Diversity in the Western Isles - the Shared Roots Project. This event is free and open to everyone with an interest in mental health and/or the wellbeing of Black and minority ethnic communities in the West of Scotland. Hate Crime Bill Passes Stage 2 In Record Time:

Patrick Harvie’s Offences (Aggravation By Prejudice) (Scotland) Bill this week passed Stage 2 in the Scottish Parliament. This bill will allow courts to issue tougher sentences for existing offences where the motivation for the crime was hatred based on disability, sexual orientation or transgender identity. Similar statutory aggravations are already in effect for crimes motivated by religious or racial hatred. The Convenor, Bill Aitken, noted that “As there are - uniquely, in my experience - no stage 2 amendments, the committee is simply required to agree to the sections and the long title.” These were agreed to, and he added: “That concludes stage 2 proceedings. That must be some kind of record.”

Cervical Smear Tests:

Under the NHS Cervical Screening Programme, patients registered with a GP as being females between the ages of 25 and 65 should regularly receive a letter inviting them to have a cervical smear test. For lesbian and bisexual women, and for some trans men and intersex people, this experience can raise questions and concerns which GPs often have difficulty responding to. Carers Poverty Protest:

An independent group of online Carers launched their Carers Poverty Protest campaign with simultaneous demonstrations in Edinburgh and London on Budget day, April 22nd. This is the first time that unpaid carers have taken to the streets to protest in significant numbers.  Carers travelled from far and wide to get to Edinburgh and London, attracting significant publicity from radio and news media. Around 200 carers marched from VOCAL offices near the Castle down the Royal Mile to lobby MSPs at Holyrood. The marchers were blessed with glorious sunny weather and many MSPs turned out to listen to the “Open Mike” session in the sunshine. Obituary: Gay Rights Activist Stephen Holdsworth (29/04/09):

Long-time gay rights activist Stephen Holdsworth died last month in Edinburgh, aged 47. Mr Holdsworth had been heavily involved in the lesbian and gay movement throughout his lifetime. He was one of the leading organisers of a Lesbian and Gay Socialist Conference in Edinburgh in 1984 and was also active in supporting the miners’ strike.

Assisted Suicide Bill Receives MSP Backing (27/04/09):

Margo MacDonald’s proposed bill to legalise physician-assisted suicide in specific cases of severe suffering has received the backing of 18 MSPs, and will be considered by the Scottish Parliament’s Health Committee. MacDonald will now bring forward more detailed proposals. The Government could offer its own bill, but the Independent MSP wants the issue to be decided by individuals, not on party political lines.

SAMH has submitted evidence to the Scottish Parliament Justice Committee on the Criminal Justice and Licensing (Scotland) Bill. In our evidence we sought clarification of some points relating to the proposed Community Payback Orders, which can include requiring a person to receive mental health treatment. We welcomed the proposal of a presumption against short-term sentences, and hoped that this will help to bring an end to the disproportionately high numbers of people with mental health problems in prisons. Draft Housing (Scotland) Bill 2009:

The consultation paper outlines the Government’s proposals for a Bill that would safeguard social housing for the future, by reforming the law on Right to Buy, and would improve the value that tenants and taxpayers receive from social housing, by modernising how social housing is regulated. It includes a draft Bill which illustrates how the Government might implement its proposals. In light of responses to the consultation paper, the Government will revise the draft Bill and finalise it for introduction in the Scottish Parliament in 2010. The Government is also considering the possibility of including in the Bill a number of provisions relating to private housing issues. It will consult separately on these during the summer before deciding whether it would be appropriate to add them to the Bill.
